Waivers/Exemptions Under a Public Health Emergency

As more Illinois residents are being vaccinated and we are seeing metrics improve, we have begun to look towards a return to “normal.” ISBE has shared some clarification as to the Part 25 rules for content test submission and edTPA exemptions during a public health emergency including dates when the content test and edTPA would be needed depending on when the governor may choose to lift the disaster declaration or allow it to expire.

Content Test to Begin Student Teaching

During a public health emergency, the content test is still a requirement; however, during the public health emergency, it is a requirement for issuance of the PEL rather than for entry to student teaching.

Passing score on appropriate content test needed to begin student teaching in 
January 1-June 30, 2022
Winter 2023/Spring 2023
July 1-December 31, 2022
Fall 2023


edTPA for Licensure

During a public health emergency, edTPA is waived as a requirement for licensure.

Date disaster declaration lifted by governor or allowed to expire between
Passing score on appropriate content test needed to begin student teaching in 
January 1-June 30, 2022

July 1-December 31, 2022
